At the beginning of August, the keys were handed over to the future users of the two Viennese school projects Innerfavoriten and Heidemarie Lex-Nalis, which are part of the "BIENE Programme" (Educational Facilities New Construction Programme) of the City of Vienna. The two educational campuses were implemented by a consortium consisting of STRABAG Real Estate, HYPO NOE Leasing, CAVERION and STRABAG AG in the form of a public-private partnership model.

The construction time was just under two years in each case and was carried out by the joint venture STRABAG AG and CAVERION. Full operation is scheduled to start with the school year 2023/24. CAVERION will be responsible for the full operational and facility management of both premises from this date. The underlying PPP contract was concluded for a term of 25 years.

Modern and high-quality educational institutions

In the focus is the so-called Campus Plus concept, which was developed by the City of Vienna: Open and transparent educational spaces for children from 0-15 years enable them to grow and learn together. An educational campus is a place where children are cared for all day. They eat together, learn together and spend their free time together. This also conditions a rethinking of building architecture. The classic classroom has had its day; instead, the focus is now on educational spaces that offer adjoining multifunctional areas for joint activities.

Campus Innerfavoriten creates space for 1,375 children

The Innerfavoriten educational campus, located in Vienna's 10th district, comprises a kindergarten with 12 groups, an all-day school for primary and secondary school with 29 classes, four special education classes and a music school. Creative, therapy and sports areas complement the offer. Sufficient exercise is provided by the ground-level outdoor facilities and a generously proportioned roof garden. Play areas with various play equipment, a toddler play zone and a soccer cage are available to all children.

The Innerfavoriten education campus is also a BIM pilot project of the City of Vienna. The result: A digital twin of the project, accurate to the millimetre, created by point clouds from laser scans that were precisely matched with the planning model. This comprehensive data quality is not only a success factor for planning and construction, but now provides the basis for the economic operation of the building. This makes the PPP project one of the first in Austria to follow this holistic and sustainable approach.

In the Rappachgasse in the 11th district, the new educational campus offers space for around 825 children aged up to ten years. Three toddler groups, nine kindergarten groups, an all-day primary schools with 17 classes and four special education classes have found a place here. Special attention was paid to the outdoor facilities: A toddler playground, open spaces for special education, a motor skills trail, outdoor classes and play and sports areas complete the offer.

"Sustainability is a top priority at the Heidemarie Lex-Nalis and Innerfavoriten educational campuses," says STRABAG Real Estate project manager Markus Dusek. "Both buildings were equipped with a photovoltaic system on the roof and use the ground as a renewable energy source for everyday school life. By choosing a PPP model, the client already has comprehensive knowledge of the future life cycle costs when the contract is concluded."

"In addition, the PPP model offers great advantages for the client, the City of Vienna, which can fully concentrate on its role and the design of one of the most modern educational institutions. Execution, implementation, completion and, above all, the operating costs are guaranteed by the bidding consortium over the term. We are delighted that both educational campuses are now ready for their intended use and that the keys can be handed over," says Peter Klingenstein, Managing Director of HYPO NOE Leasing.

"An undisturbed and smooth operation of the properties is in the focus for us after the on-time construction phase," says Manfred Simmet, Managing Director of CAVERION Österreich GmbH. "Over a contract period of 25 years, Caverion will take over the building management of the two educational campuses. This includes technical and administrative management such as maintenance and repair, energy management and optimisation on the one hand, and infrastructural facility management such as cleaning, outdoor maintenance, catering services, etc. on the other. Caverion's involvement in both the construction and operational management phases by our own employees enables us to take a holistic view of the buildings and optimise the use of resources as well as utilise energy-saving potential. This is particularly important in the automated interaction of the sustainable energy sources earth (geothermal heat utilisation via heat pumps) and sun (photovoltaics)."
